The practice likely derived from a pagan tradition of praising the gods to keep fresh water flowing. In 17th century Derbyshire, it became prominent among villagers who wanted to express their relief in being spared from the plague. 

Well dressings can be simple, based around flowers and natural materials. But the Derbyshire tradition is more spectacular, involving intricate designs on clay-covered boards.
